take the initial step of detecting the cargo destined

for smuggling. As regards smuggling by junks and

over the land frontiers this Government feels itself

powerless to help so long as the Chinese authorities on the frontier so far from assisting their own Customs officers appear actively to assist the smugglers.

I may add that this Government is ready at any time to renew discussions on the proposed Customs Agreement as soon as the Chinese Government so

desires.
